The program follows the individualised needs of each child and has a one-on-one structure between children and volunteers. Cooper is 10. He is a daredevil at the beach so his parents signed him up for the program to teach him about safety. He lives with selective mutism and other neurological challenges and finds it difficult to regulate his emotions. He has built a very strong bond with Anthony, his Nippers' volunteer.

When veteran detective Danny Frater turns up at a hospital mortuary for a routine ID check, he's devastated to discover the corpse of his estranged daughter, Christina. Danny refuses to accept the coroner's report that points to suicide, and sets out on a dangerous, agonising mission to uncover the events that led to her death.
